CHIEF OPERATIONS OFFICER

Applications are invited from persons interested to fill the above-mentioned position. The incumbent will be appointed on a fixed-term contract and will be expected to sign a performance contract. The position is based at the Legal Aid SA National Office in Johannesburg (Braamfontein).
KEY OUTPUTS
- Provide strategic support to the Chief Executive Officer in the development of the Legal Aid SA Strategic Plan, operational plans, MTEF and annual budgets in relation to the delivery of the support services offering by Legal Aid SA to ensure the provision of quality legal assistance to indigent and vulnerable persons in line with the Constitution and legislative framework.
- Participate as a member of the Management Executive Committee and the Management Committee with a specific focus on the delivery of the support services offering.
- Develop and implement a risk strategy, a fraud and corruption management strategy and sustainability management system for the support services platform operating system.
- Ensures the execution of a sustainability strategy so as to enable Legal Aid SA to fulfil its mandate in the short, medium and long-term by building the maturity of all support segments of the organisation.
- Ensure the delivery of the support services offering at the defined range, scope and quality on a national basis throughout the Legal Aid SA national footprint.
- Ensure the fiscal leadership within Legal Aid SA including financial management, financial reporting, financial statutory compliance including supply chain management systems.
- Accountable for the development and implementation of an effective talent management framework for Legal Aid SA which positions the organisation as an employer of choice and ensures continuous learning and growth to improve strategic capability.
- Build and execute a road map that ensures the regular review of support services platform operating systems to ensure continuous improvement, innovation, relevance and responsiveness, ensuring alignment to strategy and gearing to deliver support strategies.
- Maintain strategic business partnerships with the National Operations Executive, Chief Legal Executive and Provincial Executives in order to ensure the delivery of the organisation’s stated Communications, Finance, Human Resources and Information Technology objectives in support of the delivery of quality legal services.
- Ensure the delivery of the support services offering at the defined range, scope and quality on a national basis throughout the Legal Aid SA national footprint.
- Oversee reporting and monitoring of organisational performance metrics in relation to the support platform.
- Ensure the effective implementation of a sound Governance Framework for the services platform operating system and oversee compliance with the PFMA and any other relevant legislation.
COMPETENCIES (KNOWLEDGE, SKILLS AND ATTRIBUTES) REQUIRED
- A recognised university degree (MBA will be an added benefit).
- More than 10 years’ general management experience with 5 years at an executive management level.
- Experience in strategic planning, business planning and the development of operational plans with a strong focus on monitoring and reporting.
- A demonstrated people development approach and strong leadership skills.
- Working experience in the legal sector will be an advantage.
- In-depth knowledge of leadership and management and how to implement and leverage these within a complex business environment preferably within a national footprint.
- Working knowledge of the Constitution, PFMA, National Treasury Regulations, Legal Aid SA Act and other relevant Statutes and King IV Code of Corporate Governance.
- Able to create “strategic integration” between the Board, Executive and organisation as a whole in order to fully garner the required execution premium.
- Able to partner with CEO and Executive Management to support the achievement of strategic objectives.
