PROPERTY ADMINISTRATION AND CONTRACT OFFICER

Applications are invited from persons interested to fill the above-mentioned position. The incumbent will be appointed on a permanent basis. This position is based at the Legal Aid SA National Office in Braamfontein.
KEY OUTPUTS
- To manage and administer the property portfolio of Legal Aid SA, ensuring efficient and effective use of properties, and to manage contracts related to property and facilities ensuring compliance with relevant laws and regulations.
Property Administration:
- Manage and maintain the organisation’s property register, ensuring all property assets are accounted for and properly documented.
- Conduct regular property inspections and arrange for maintenance and repairs as needed to ensure properties are in good condition and meet safety standards.
- Liaise with real estate agents, landlords and other external parties regarding property leases, acquisitions and disposals.
- Negotiate lease terms and conditions on behalf of Legal Aid SA.
- Ensure organisational compliance with zoning laws, building codes and other statutory regulations related to properties.
Contract Management:
- Prepare, review and negotiate contracts related to property management and facilities services, including leases, maintenance agreements and service contracts.
- Ensure all contracts are executed in accordance with Legal Aid SA’s policies and procedures and are following legal requirements.
- Monitor contract performance, ensuring all parties fulfil their contractual obligations.
- Maintain a database of all property-related contracts with key details and expiration dates to manage renewals and terminations efficiently.
Legal Compliance:
- Keep abreast of changes in property law and regulations, advising the organisation on any implications for its property portfolio.
- Assist in resolving legal disputes related to property, working closely with the Legal Department and external counsel as necessary.
- Ensure compliance with all statutory requirements related to property taxes, insurance and health and safety standards.
Financial Management:
- Assist in the preparation of budgets for property-related expenses and oversee the allocation of funds.
- Monitor expenditure against budget, identify variances and implement corrective actions when necessary.
- Review and authorise property-related invoices for payment.
Reporting and Documentation:
- Prepare regular reports on property status, contract performance and financial aspects for Senior Management.
- Maintain accurate and up-to-date records of all property and contract documents.
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED
- National Senior/Matric certificate.
- A National Diploma/Bachelor’s degree in property management, law, business administration or a related field.
- Proven experience in property administration and contract management, preferably in a legal or Government setting.
- Knowledge of South African property law, contract law and relevant regulations.
- Proficiency in managing legal documentation and compliance issues.
- Excellent negotiation and communication skills.
- Strong organisational and time management skills.
- Attention to detail and the ability to manage multiple tasks simultaneously.
- Proficient in the Microsoft Office Suite and property management software.
- Office-based with occasional travel to various property sites as required.
- A valid driver’s licence and willingness to travel as needed.
- Clear criminal record.
BASIC SALARY: Level 7 (R294,321.00) plus benefits per annum
