KEY OUTPUTS

  • To provide high level system analysis, programming and related development solutions to Legal Aid SA end users in respect of business intelligence reporting, the core business application and web-based services.
  • Interpret, specify and provide solutions to business and information needs in respect of system development.
  • Produce functional and/or technical specifications based on determined user needs.

  • Liaise with various administrators to coordinate the tracking of incidents and change requests.
  • Manage own development and efficiency in the IS environment.
  • Provide 2nd and 3rd line application support.
  • Expected to work extended hours when the need arises.
  • Maintaining and updating existing systems to ensure they remain secure, efficient and effective.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A recognised Grade 12 certificate plus a three (3) year Computer qualification obtained at a University/Technikon.
  • Minimum of five (5) years of relevant working experience in an Information Technology (IT) field.
  • 5 years or more in Microsoft.NET C# (ASP.NET, MVC, WCF, Windows Forms, et cetera).
  • 3 years or more in Design and Develop K2 Workflows, SmartForms, Views and Smart Objects.

KEY OUTPUTS

  • Responsible for the provision of application maintenance and support services to users of Legal Aid South Africa. The incumbent will investigate problems with software applications, diagnose root causes and work on fixing them.
  • The position reports to the Business Application Software Manager and works closely with other IS Specialists.
  • Receive and attend to logged incidents for support from business users, investigate problems and other requests for support and determine appropriate actions to take. Prioritise requests in accordance with agreed criteria.
  • Provide correct responses to logged incidents by means of writing SQL queries, making modifications to system parameters, developing work-around; track, recreate and route workflow tasks and processes, provide training to business users and escalation of incidents to 2nd and 3rd party service providers.
  • Monitor progress of requests for support and ensure users and other interested parties are kept informed.
  • Monitor application logs, messaging systems and application pools, services and report any anomalies to ensure system availability.
  • Assist in testing newly developed applications, system enhancements and bugs.
  • Perform daily systems monitoring and integration checks.
  • Monitor and resolve daily PPU payments errors.
  • Collaborate with other technical personnel in performing root cause analysis.
  • Proactively enable the 2nd line to resolve incidents without undue escalation.
  • Participate in the daily agile scrum session towards ensuring high quality delivery.

  • Liaise with the Internal Audit Department to facilitate the generation of a risk-based Internal Audit plan.
  • Assist in ensuring that all significant risks are covered by the Combined Assurance providers.
  • Ensure that the organisation’s risk management framework and implementation plan is communicated to all stakeholders and monitor its implementation on a regular basis.
  • Facilitate orientation and training for the Board Committees and ensure the training of all stakeholders in their risk management functions.
  • Develop management reports, including risk watch reports and disseminate to various stakeholders.
  • Develop risk intelligence systems to predict and identify emerging risks.
  • Conduct programmes to facilitate the awareness of Legal Aid SA’s anti-corruption and fraud prevention campaign.

COMPETENCIES (KNOWLEDGE, SKILLS AND ATTRIBUTES) REQUIRED

  • A relevant, recognised tertiary qualification in Risk Management.
  • Postgraduate qualification in Risk Management or equivalent will be an added benefit.
  • Ten (10) years’ risk management experience in the professional services sector, of which at least 5 years are in a Senior Management position.
  • Registration with a recognised professional body.
  • Ability to set the strategic risk management vision and the ability to deliver the strategy to the organisation using exceptional leadership skills, a network of internal and external alliances and highly developed business skills.
  • Familiar with a variety of the risk management field’s concepts, practices and procedures.

KEY OUTPUTS

  • Manage the local office processes in respect of finance, human resources, communications and legal administration within a matrix environment.
  • Manage administrative functions from a compliance and operational effectiveness approach.
  • Management of the local office Manual and Standard Operating Procedures (SOPs) for the local office and advise on application.
  • Ensure the implementation of new/revised Policies and Procedures and monitor adherence thereof.
  • Together with the management team, identify risks facing the office and ensure effective mitigation against such risks.
  • Management oversight of Business Intelligence (BI) reports to accurately reflect the status of strategy implementation.
  • Management and monitoring of local office contracts to ensure compliance and value for money.
  • Management and monitoring of the correct use of petty cash.
  • Management of infrastructure and fixed assets.
  • Manage procurement and payments (sourcing quotes from suppliers, processing of invoices, orders, et cetera).
  • Management of over and under expenditure to ensure budgetary control.
  • Efficient vehicle and fleet management.
  • Manage a diverse team to ensure efficiencies and accountability.

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED                    

  • National Senior/Matric certificate, plus three (3) year Financial Management/Accounting tertiary qualification (NQF 6/National Diploma).
  • A Supply Chain Management qualification will be advantageous.
  • A valid driver’s licence.
  • Five (5) years of administrative experience.
  • Two (2) years of relevant management experience.
  • Supply Chain Management experience.
  • Understanding and application of basic computer software packages.
  • Ability to develop and implement operational plans.
  • Leadership and problem-solving skills.
  • Resource and risk management.
  • Business writing and project management skills.
  • Ability to compile and interpret reports and statistics.
  • Knowledge of the core administration, human resources, communication and financial disciplines and how to implement and leverage these within a matrix business environment, for example: working knowledge of the Constitution, Public Finance Management Act (PFMA), National Treasury Regulations, Legal Aid SA Act and other relevant Statutes.
  • Working knowledge of all employment-related Acts and functional ability in utilisation of electronic systems and technologies.

BASIC SALARY: Level 10 (R552,081.00) per annum plus benefits

  • Assess the quality of the files and work performed by Candidate Attorneys and Legal Practitioners daily.
  • Assist the Head of Office with quality assessments.
  • Monitor case flow management of Legal Practitioners, Candidate Attorneys and Judicare practitioners at court.
  • Assess the quality of Judicare work.
  • Monitor and assess the quality of work performed by Co-operation Partners.
  • Legal representation in criminal matters.
  • Ensure that the law library at the office is up-to-date and adequate.

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED

  • B Proc or LLB degree.
  • Admitted attorney.
  • At least seven (7) years of post-admission legal experience.
  • Experience as a Senior Legal Practitioner or equivalent is preferable.
  • Must be able to mentor and supervise.
  • Legal representation and litigation skills.
  • Human rights orientation.
  • A commitment to professionalism and service excellence.
  • A valid code 08 driver’s licence compulsory.
  • Strong negotiation skills.
  • Strong research capabilities.
  • Good administrative skills.
  • Strong training and development skills.

SALARY: SU-1 (R979,059.00) all-inclusive package per annum
