KEY OUTPUTS

  • To provide administrative and technical support in the preparation of the annual budget and the Medium-Term Expenditure Framework and co-ordinate the budget of Legal Aid SA.
  • Develop, manage and maintain budget templates for distribution to Executives.
  • Formulate and review budgeting guidelines, based on the Strategic Plan of Legal Aid SA.
  • Prepare, review and consolidate budgets per Cost Centre into Departmental, Divisional and Organisational budgets and present consolidated budgets to the Chief Financial Officer for approval by the Board of Directors.
  • Capture the approved budget in the financial system and distribute to all Local Offices, Provincial Offices and National Office departments.
  • Produce monthly variance reports, highlighting cash flow implications in comparison to the budget, and present them to Executives for review.
  • Complete and update National Treasury templates – Estimates of National Expenditure (ENE).
  • Review and manage the vendor database; approve applications for new vendors; ensure that all vendors comply with the B-BBEE Policy of the organisation.
  • Ensure statutory requirements are complied with.

 COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A recognised tertiary qualification in Finance and Accounting, e.g., B.Comm, with an Accounting major or a minimum three (3) years degree or diploma.
  • Minimum of three (3) years of management experience.
  • Advanced Excel and business writing skills.
  • Experience that would assist the incumbent in driving a service excellence mindset.
  • Experience in strategic and business planning and monitoring and reporting.
  • A sophisticated collaborative style is advantageous.
  • In-depth knowledge of budgeting and management accounts disciplines and how to implement and leverage these within a complex business environment:
  1. Thorough working knowledge of the PFMA, National Treasury Regulations, Legal Aid SA Act and other relevant Statutes.
  2. Working knowledge of the King IV Code of Corporate Governance.
  3. Functional ability in the utilisation of electronic systems and technologies.
  • Sound financial and management accounting skills coupled with people development and management skills.
  • Able to partner with Executive Management to support the achievement of strategic objectives through effective budgeting processes.
  • Effective working relationship with the Financial Manager – Budgeting and Reporting and other departmental managers.
  • Excellent analytical, organisational, management and leadership skills; business acumen; the ability to deal with ambiguity, meet demanding deadlines and manage projects.

SALARY: Level 12 (R958,824.00) all-inclusive package per annum

  • At least 12 years of post-qualification legal experience, 10 years of post-admission experience, of which 4 years must be court experience.
  • Minimum three (3) years experience in a Management position.
  • A valid Code 08 driver’s licence is an advantage.
  • Excellent leadership and people development skills with a track record in training.
  • Experience in budget preparation and management thereof.
  • Advanced computer skills (MS Word, Excel, Outlook, PowerPoint and Sebenza).

  • Two (2) years of relevant management experience.

  • Oversee the preparation and reconciliation of all statutory payroll reports.
  • Reconciling and submission of tax certificates.
  • Interpretation of organisational employment policies and Government regulations in connection with payroll activities and making recommendations on modifications to Senior Management as appropriate.
  • Interface with HR Administration regarding the processing of all garnishee orders and stop orders.
  • Interface with HR Administration regarding the processing of all deductions in payroll.
  • Maintain all payroll records, reports, records, computations and audits, working closely with internal and external auditors to ensure compliance with relevant tax laws, Government regulations and internal policies.
  • Work closely with the MIS on developing payroll applications that ensure internal controls and facilitate the implementation and maintenance of payroll and HR master data.
  • Assist the SAP and HR Manager with all payroll UATs.
  • Supervise payroll staff and provide ongoing assistance to the organisation’s employees in all payroll matters.
  • Develop and maintain remuneration schedules in accordance with legislature.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A three (3) year degree qualification in Finance or Human Resources Management.
  • More than five (5) years of payroll experience plus three (3) years of managerial experience.
  • Additionally, three (3) years of SAP experience in Payroll and HR modules.
  • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.
  • A sophisticated collaborative style is advantageous.
  • Service excellence imperative.
  • Multi-level and diverse stakeholders.
  • Complexity in co-ordinating across organisational levels.
  • Networking with relevant internal stakeholders – Local Offices, Provincial Offices and within the organisation as a whole.

    • Working knowledge of the PFMA, National Treasury Regulations, Legal Aid SA Act and all other relevant Employment Statutes;
    • Functional ability in the utilisation of electronic systems and technologies.
  • Able to create “functional integration” within the Finance Department, National Office Departments and Local Offices.
  • Able to partner with the Finance Executive and Senior Management to support the achievement of strategic objectives through effective support administrative processes.
  • Excellent analytical, organisational, management and leadership skills, business acumen and the ability to deal with ambiguity and meet demanding deadlines.
  • Financial and HR Management skills to manage the Payroll function within Legal Aid SA.

KEY OUTPUTS                                                          

  • Ensure standardisation of implementation of HR policies and procedures.
  • Ensure effective delivery of centralised HR processes.
  • Ensure that all HR administration operational risks are mitigated and key controls implemented.
  • Recruitment end-to-end – advertising, shortlisting, appointment letters, regret letters, motivation and onboarding pack.
  • Onboarding of employees on SAP – loading employee profiles, medical aid, pension fund – in accordance with Legal Aid SA’s HR policy.
  • Maintain accurate and up-to-date records and filing systems for HR documentation.
  • Ensure HR Helpdesk and HR Public Folders resolution in respect of all queries. Resolve discrepancies, unusual features or queries identified and referred to National Office Public Folders and Helpdesk. Ensure that all issues assigned are resolved timeously.
  • Ensure accurate administration and maintenance of pension fund, group life and medical aid in accordance with Legal Aid SA’s HR policy.
  • Ensure accurate and timeous HR support to employees.
  • Termination of employees on SAP – medical aid and pension fund – done accurately and timeously.
  • Maintain accurate payroll processes. Ensure payroll processing faults are minimised and monitor that the month-end payroll process complies with monthly payroll cut-off dates.
  • Resolve all remuneration and pay queries/inquiries.
  • Maintain accurate administration of leave processes in accordance with Legal Aid SA’s HR policy.
  • Maintain accurate administration of attendance management processes in accordance with Legal Aid SA’s HR policy.
  • Maintain accurate administration of employees’ personnel files.
  • Provide logistical support, if required.

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED

  • A recognised grade twelve (12) certificate plus post-matric qualifications (National Diploma/Degree in Human Resources Management/Organisational Development).
  • Two (2) years of admin experience.
  • SAP experience.

BASIC SALARY: Level 6 (R241,485.00) plus benefits per annum
