KEY OUTPUTS

  • Accountable for leading the Human Resources agenda within the province in support of the business strategy by providing generalist Human Resources business partnering services to the province in order to ensure effective engagement of Legal Aid SA’s human resources.
  • Participate as a member of the Provincial Management Team with a specific focus on Human Resources and how that resource is best leveraged, led and managed to deliver the overall business objectives within the province.
  • Implement the integrated Employee and Organisational Capacity Strategy responsive to provincial business requirements and partner with Heads of Offices to embed the strategy.
  • Conduct research consistently and avail ways to add value to the organisation by presenting an appropriate blend of reactive and proactive solutions for people management, which will further the organisation’s agenda across all business units and ultimately enable the achievement of overall goals.
  • Successfully execute the Legal Aid SA Human Resources policies, processes and practices and ensure the consistent application of organisation-wide standards of Human Resources excellence.
  • Maintain and continuously improve Human Resources standards and practices within the province.
  • Implement organisational change management programmes relevant to people management.
  • Take a leadership role within the province and act as a Human Resources business partner to the province including taking responsibility for the effectiveness of the provincial matrix management within the local office and provincial office model.
  • Develop a learning and development culture and implement leadership development programmes within the province.
  • Support the embedding of the organisation’s strategies at provincial level, provide guidance and input on workforce planning, local office streamlining and succession planning, ensuring that core Human Resources processes are applied appropriately and in a legally compliant manner.
  • Implement the performance management policy within the province and ensure a cross-functional elevation of robust performance management practices.
  • Develop a high performance and high engagement, values-centred culture by implementing the Organisational Culture Programme and creating linkages with the Employee Value Proposition and employer brand.
  • Implement talent management processes and practices including recruitment, selection, onboarding, training and development and retention within the province.
  • Implement employee/industrial relations processes within the province including internal and external dispute resolution, disciplinary and incapacity processes and the management of a constructive relationship with the recognised trade unions at provincial level.
  • Implement the provincial Employment Equity Plan in line with the legislation and Legal Aid SA’s five-year plan and the Department of Employment and Labour.
  • Manage Human Resources operations at the provincial level including pay and leave administration, employee benefits administration and terminations to ensure the achievement of efficiencies, legislative compliance (Public Finance Management Act (PFMA) and workplace legislation) and mitigation of operational risks by implementing appropriate controls.
  • Provide regular accurate Human Resources management information reports.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A recognised bachelor’s degree in Human Resources.
  • Seven (7) years of Human Resources Generalist experience, with three (3) years at Management level within a geographically spread organisation.
  • Registration with a recognised Human Resources Professional Body would be an advantage.
  • Strong knowledge of the core Human Resources disciplines and how to implement and leverage these within a complex business:
  1. Compensation, performance management, learning and development
  2. Talent management (including career development, organisational design and development, employee relations, recruitment and retention)
  • Able to create “functional integration” between national, provincial and local office levels.
  • Knowledge of the relevant workplace legislation including but not limited to the Labour Relations Act (LRA), Skills Development Act (SDA), Employment Equity Act (EEA), Basic Conditions of Employment Act (BCEA) and Occupational Health and Safety Act (OHSA).
  • Willingness to travel and a valid driver’s licence.

KEY OUTPUTS

  • To assist with data analysis in the reporting function of the Land Rights Management Unit component of Legal Aid SA, including the collection, collation, analysis, reporting and publishing of statistical data on behalf of the Land Rights Management Unit.
  • Display insight into Legal Aid SA’s strategic direction and priorities of legal service delivery.

  • Extract data from various sources and decentralised Legal Aid SA offices for national consolidation, transform and cleanse it for effective analysis, and ensure data quality and integrity throughout the BI process.
  • Specify, gather, clean, combine and aggregate data from disparate sources for data analysis and reporting needs.
  • Identify data quality issues, their corresponding root cause and collaborate with business and Information Systems teams to drive improvements in data quality.
  • Design/analyse business intelligence reports for client departments as required, including the identification of system enhancements and new system developments.
  • Continuously upskill and stay abreast of new developments in data analysis & BI tools, methodologies and applications.
  • Ensure efficient and effective knowledge management and sharing of information.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED                                                         

  • National Senior/Matric certificate plus three (3) year National Diploma or Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Strong report/dashboard development and data visualisation skills with modern BI tools (e.g., MS Reporting Services, Excel and Power BI).
  • Advanced T-SQL skills and advanced Excel skills (desirable).
  • Minimum 3+ years’ experience in a data analyst environment within a complex organisation (essential).
  • Experience in business intelligence (advantageous).
  • Experience in cleaning, assimilating, manipulating and aggregating large datasets using T-SQL.
  • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation.
  • A sophisticated collaborative style is advantageous.
  • Project management experience is necessary, however, not essential.

KEY OUTPUTS     

  • To manage and administer the property portfolio of Legal Aid SA, ensuring efficient and effective use of properties, and to manage contracts related to property and facilities ensuring compliance with relevant laws and regulations.

Property Administration:

  • Manage and maintain the organisation’s property register, ensuring all property assets are accounted for and properly documented.
  • Conduct regular property inspections and arrange for maintenance and repairs as needed to ensure properties are in good condition and meet safety standards.
  • Liaise with real estate agents, landlords and other external parties regarding property leases, acquisitions and disposals.
  • Negotiate lease terms and conditions on behalf of Legal Aid SA.
  • Ensure organisational compliance with zoning laws, building codes and other statutory regulations related to properties.

Contract Management:

  • Prepare, review and negotiate contracts related to property management and facilities services, including leases, maintenance agreements and service contracts.
  • Ensure all contracts are executed in accordance with Legal Aid SA’s policies and procedures and are following legal requirements.
  • Monitor contract performance, ensuring all parties fulfil their contractual obligations.
  • Maintain a database of all property-related contracts with key details and expiration dates to manage renewals and terminations efficiently.

Legal Compliance:

  • Keep abreast of changes in property law and regulations, advising the organisation on any implications for its property portfolio.
  • Assist in resolving legal disputes related to property, working closely with the Legal Department and external counsel as necessary.
  • Ensure compliance with all statutory requirements related to property taxes, insurance and health and safety standards.

Financial Management:

  • Assist in the preparation of budgets for property-related expenses and oversee the allocation of funds.
  • Monitor expenditure against budget, identify variances and implement corrective actions when necessary.
  • Review and authorise property-related invoices for payment.

Reporting and Documentation:

  • Prepare regular reports on property status, contract performance and financial aspects for Senior Management.
  • Maintain accurate and up-to-date records of all property and contract documents.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • National Senior/Matric certificate.
  • A National Diploma/Bachelor’s degree in property management, law, business administration or a related field.
  • Proven experience in property administration and contract management, preferably in a legal or Government setting.
  • Knowledge of South African property law, contract law and relevant regulations.
  • Proficiency in managing legal documentation and compliance issues.
  • Excellent negotiation and communication skills.
  • Strong organisational and time management skills.
  • Attention to detail and the ability to manage multiple tasks simultaneously.
  • Proficient in the Microsoft Office Suite and property management software.
  • Office-based with occasional travel to various property sites as required.
  • A valid driver’s licence and willingness to travel as needed.
  • Clear criminal record.

BASIC SALARY: Level 7 (R294,321.00) plus benefits per annum

  • The Property Projects Officer is responsible for the effective and efficient management of Legal Aid SA’s property assets and the administration of contracts to ensure compliance with organisational policies and legal requirements.

Property Administration:

  • Acquisition and disposal of properties in accordance with Legal Aid SA policies and relevant legislation.
  • Manage leases, rental agreements and property-related issues for offices and residences.
  • Conduct regular property inspections and assessments to ensure they are well-maintained and secure.
  • Liaise with landlords, tenants and property management companies to resolve any property-related disputes or issues.
  • Monitor property expenses and budgets, ensuring cost-effectiveness in property-related operations.

Contract Administration:

  • Draft, review and manage contracts for services, goods and leases, ensuring they align with organisational policies and legal standards.
  • Co-ordinate with the legal department to ensure all contracts are legally sound and protect the interests of Legal Aid SA.
  • Monitor contract performance, ensuring all service providers comply with contractual terms and conditions.
  • Handle contract renewals, terminations and negotiations.
  • Keep accurate records of all contracts and related documents.

Compliance and Risk Management:

  • Ensure compliance with all statutory requirements relating to property and contract management.
  • Identify and mitigate risks associated with property management and contracts.
  • Prepare and update risk management reports and compliance documentation.

Reporting and Documentation:

  • Prepare regular reports on property and contract management activities, status and expenditures.
  • Maintain comprehensive records of all properties and contracts in a central database.

Stakeholder Engagement:

  • Engage with internal and external stakeholders to ensure the smooth operation of property and contract-related activities.
  • Provide expert advice on property and contract matters to Management and staff.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • National Senior/Matric certificate.
  • A National Diploma/Bachelor’s degree in Law, Business Administration, Real Estate or a related field.
  • Proven experience in property management and/or contract administration.
