KEY OUTPUTS

  • To manage and monitor contracts and compliance within the Supply Chain Department in line with all relevant legislative frameworks.
  • Maintain and keep the contract register complete and accurate, including the spending against the contract amount.
  • Policy drafting, review and implementation and developing and implementing compliance and procurement risk management frameworks.
  • Ensure that SLAs are in place for all contracted services.
  • Evaluate and monitor contract performance to determine the necessity for amendments or extensions of contracts, and compliance with contractual obligations.
  • Liaise with National Treasury to ensure the compliance of all procurement (variations, deviations, et cetera).
  • Maintain and monitor the irregular, fruitless and wasteful expenditure register.
  • Ensure that all identified irregular, fruitless and wasteful expenditure is investigated and concluded and where condonation is required, the requests are submitted timeously for approval.
  • Ensure that all contracted commitments and critical deliverables are met.
  • Ensure that the Legal Services divisions are consulted regarding contractual non-performance.
  • Ensure that expired contracts do not continue running without written approval.
  • Manage the contract risk register and escalate risks and issues as required.
  • Analyse price proposals, final reports and other data to determine reasonability of prices.
  • Monthly reporting on contract management and compliance with legislative requirements.

  • A minimum of five (5) years of experience in a Public Service procurement environment, of which two (2) years should be directly in Contract Management and/or Compliance Management.
  • Three-year degree/National Diploma in Supply Chain Management or related or relevant.
  • Experience that would assist the incumbent in driving a service excellence mindset.
  • Experience in strategic and business reporting.
  • A sophisticated collaborative style is advantageous.

SALARY: Level 12 (R1,101,468.00) all-inclusive package per annum

MINIMUM REQUIREMENTS & COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES)

  • Postgraduate qualification in Finance or Accounting studies.
  • Ten (10) years of financial management experience in the professional services sector, of which at least five (5) years are as the CFO or equivalent.
  • A Chartered Accountant (SA), currently registered with SAICA.
  • A highly respected senior Finance Manager with broad and deep experience who has taken a leading role in driving world-class financial management processes across a national footprint or within a large, complex organisation.
  • Experience within a public-funded entity is essential in assisting the incumbent to drive a good governance approach in compliance with the PFMA.

KEY OUTPUTS

  • Develop, monitor and review departmental accounting policies, procedures and processes for submission to Management Exco and/or Board for approval as required.
  • Ensure all Provincial Accountants and Finance staff are familiar with and implement all finance policies and procedures and maintain systems to ensure operational efficiency.
  • Ensure that all actions of Legal Aid SA are compliant with legislation and regulations and that all statutory reporting and submission deadlines are complied with.
  • Prepare monthly reports by collecting data, analysing and investigating variances; summarising data, information and trends.
  • Ensure effective and efficient payment processing.
  • Ensure administrative efficiency and effective control relating to the handling, routing and filing (physical or electronic) of incoming invoices and the assessment of practitioners’ accounts and the pre-checking of trade creditor accounts.
  • Supervise any Accounts Payable, Payroll and Infrastructure staff.
  • Ensure effective payroll administration, accurate and timeous payment of salaries and statutory payments.
  • Effective and efficient management of infrastructure requirements for National Office.
  • In-depth knowledge of Finance and how to implement and leverage these within a matrix business environment:
    • Working knowledge of the PFMA, National Treasury Regulations, Legal Aid SA Act and other relevant Statutes,
    • Functional ability in the utilisation of electronic systems and technologies.
  • Able to create “functional integration” within the Finance Department, National Office Departments and Local Offices.

  • A recognised three (3) year tertiary qualification in Finance and/or Accounting (e.g., B Comm, with Accounting as a major). Honours degree/CTA is an added advantage.
  • More than five (5) years of relevant work experience in Finance with a minimum of four (4) years’ experience in a middle management role within a complex organisation.
  • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.

  • Safeguard fixed assets by always having an audit trail, identifying the location of fixed assets at all times by ensuring that the Fixed Assets Register reflects all assets actually on hand.
  • Ensure safeguarding and maintenance of fixed assets movements, by accurately recording all movements and replacement dates.
  • Capture acquisitions accurately and timeously as per standard operating procedures.
  • Conduct physical verifications and numbering of fixed assets and certify that it corresponds with the Fixed Assets Register.
  • Reconcile the fixed assets and the general ledger on a monthly basis.
  • Accurately perform the correct accounting of depreciation of fixed assets and accurate accounting of wear and tear of fixed assets for tax purposes.
  • Capture all disposals timeously and accurately.
  • Transfer of fixed assets to be conducted in line with Legal Aid SA’s procedures.
  • Process and submit all insurance claims timeously.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A recognised Grade 12 plus a relevant tertiary qualification.
  • Three (3) to four (4) years of relevant work experience within a complex organisation.
  • Knowledge of Fixed Assets Management and how to perform these functions within a matrix business environment:
    • Functional ability in utilisation of electronic systems and technologies.
  • Effective working relationship with Supervisor, Manager and within the Finance Department and across all departments.

KEY OUTPUTS

KEY OUTPUTS

  • Responsible for the provision of application maintenance and support services to users of Legal Aid South Africa. The incumbent investigates problems with software applications, diagnoses root causes and works on fixing them.
  • The position reports to the Business Application Software Manager and works closely with other IS Specialists.
  • Receive and attend to logged incidents for support from business users, investigate problems and other requests for support and determine appropriate actions to take. Prioritise requests in accordance with agreed criteria.
  • Provide correct responses to logged incidents by means of writing SQL Queries; making modifications to system parameters; developing work-around; track, recreate and route workflow tasks and processes; provide training to business users and escalation of incidents to 2nd and 3rd party service providers.
  • Monitor progress of requests for support and ensure users and other interested parties are kept informed.
  • Monitor application logs, messaging systems and application pools, services and report any anomalies to ensure system availability.
  • Assist in testing newly developed applications, system enhancements and bugs.
  • Perform daily systems monitoring and integrations checks.
  • Monitor and resolve daily PPU payments errors.
  • Collaborate with other technical personnel in performing root cause analysis.
  • Proactively enable the 2nd line to resolve incidents without undue escalation.
  • Participate in the daily agile scrum session towards ensuring high quality delivery.

  • A recognised Grade 12 certificate plus a three (3) year Computer qualification obtained at a University/Technikon, or other acknowledged tertiary institution.

  • Maintain accurate notes on the outcome of matters at all times as per the stipulated Call Centre format.
  • Ensure proper diarising of files and keep concise file notes for matters requiring follow-up and ensure timely follow-up of these matters.
  • Call clients for feedback on the quality of legal services and advice provided by legal practitioners and Call Centre agents.
