KEY OUTPUTS

  • The Property Projects Officer is responsible for the effective and efficient management of Legal Aid SA’s property assets and the administration of contracts to ensure compliance with organisational policies and legal requirements.

Property Administration:

  • Acquisition and disposal of properties in accordance with Legal Aid SA policies and relevant legislation.
  • Manage leases, rental agreements and property-related issues for offices and residences.
  • Conduct regular property inspections and assessments to ensure they are well-maintained and secure.
  • Liaise with landlords, tenants and property management companies to resolve any property-related disputes or issues.
  • Monitor property expenses and budgets, ensuring cost-effectiveness in property-related operations.
  • Co-ordinate the tenant installation or refurbishment for owned/leased property.

Contract Administration:

  • Draft, review and manage contracts for services, goods and leases, ensuring they align with organisational policies and legal standards.
  • Co-ordinate with the legal department to ensure all contracts are legally sound and protect the interests of Legal Aid SA.
  • Monitor contract performance, ensuring all service providers comply with contractual terms and conditions.
  • Handle contract renewals, terminations and negotiations.
  • Keep accurate records of all contracts and related documents.

Compliance and Risk Management:

  • Ensure compliance with all statutory requirements relating to property and contract management.
  • Identify and mitigate risks associated with property management and contracts.
  • Prepare and update risk management reports and compliance documentation.

Reporting and Documentation:

  • Prepare regular reports on property and contract management activities, status and expenditures.
  • Maintain comprehensive records of all properties and contracts in a central database.

Stakeholder Engagement:

  • Engage with internal and external stakeholders to ensure the smooth operation of property and contract-related activities.
  • Provide expert advice on property and contract matters to Management and staff.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • National Senior/Matric certificate.
  • A National Diploma/Bachelor’s degree in Law, Business Administration, Real Estate or a related field.
  • Proven experience in property management and/or contract administration.
  • Knowledge of South African property law and regulations.
  • Experience in a legal or public sector environment is advantageous.
  • Excellent negotiation and communication skills.
  • Strong analytical and problem-solving abilities.
  • Detail-oriented with a high level of organisational skills.
  • Ability to work independently and as part of a team.
  • Proficiency in the Microsoft Office Suite and property management software.
  • A valid driver’s licence and willingness to travel as needed.

  • A three (3) year recognised tertiary qualification in Finance and Accounting (e.g., BCom, with Accounting as a major).
  • More than five (5) years of relevant work experience in Finance with a minimum of three (3) years experience in a management role within a complex organisation.
  • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.
  • A sophisticated collaborative style is advantageous.
  • Project management experience is necessary but not essential.

KEY OUTPUTS

  • Maintain strategic business partnerships with the National Operations Executive, Chief Legal Executive, Legal Executive: Land Rights Management, Chief Operations Officer and support Executives to ensure the delivery of the organisation’s stated legal services objectives as well as Communication, Corporate Legal, Finance, Human Resources and Information Systems objectives.

MINIMUM REQUIREMENTS & COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES)

  • A recognised law degree.
  • A business qualification will be an added benefit.
  • A minimum of ten (10) years of Senior Management experience in the legal sector.
  • Sound knowledge of the criminal, civil and land legal practice disciplines.
  • Litigation at District and Regional Court, High Court, Labour Court, Land Claims Court/Land Court, Supreme Court, Labour Appeal Court, Land Appeal Court and Constitutional Court level, legal drafting, legal training, development and research, legal practice ethical and professional compliance management.
  • Experience in strategic planning, business planning and the development of operation plans with a strong focus on monitoring and reporting.
  • A collaborative style to foster functional integration between Legal Aid SA Local Offices, the Provincial Office and organisation as a whole would be advantageous.
  • Strong people management skills, i.e. the ability to lead by creating an inspired vision, modelling the way and creating an environment which maximises team effectiveness.
  • Client service orientation.
  • Knowledge and understanding of the Regulatory Framework for Legal Aid SA and the Public Service (e.g. the Legal Aid SA Act, PFMA, Treasury Regulations, Public Service Act and Regulations, Employment Equity Act, Skills Development Act and B-BBEE Act).
  • Financial and project management experience is essential.

KEY OUTPUTS

  • To lead and manage provincial finance efficiently and effectively.
  • Preparation and maintenance of the annual budgets for the province.
  • Compilation of monthly deviation reports and quarterly Medium-Term Expenditure Projections for the province.
  • Compile monthly statistics and Key Performance Indicators (KPIs) report for the province.
  • Liaise with the National Office Finance Department on aspects of financial management, reports and other related matters.
  • Training of Admin Managers and employees on various financial policies, procedures and processes within which Legal Aid SA operates.
  • Review budget versus actual expenditure to monitor that budget obligations are being met.
  • Provide support to the Local Offices within the province.
  • Ensure availability of funds and compliance with prescribed policies and procedures.

COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED

  • A three (3) year recognised tertiary qualification in Finance and Accounting (e.g., BCom, with Accounting as a major).
  • More than five (5) years of relevant work experience in Finance with a minimum of three (3) years experience in a management role within a complex organisation.
  • Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.
  • A sophisticated collaborative style is advantageous.
  • Project management experience is necessary but not essential.

SALARY: Level 12 (R958,824.00) all-inclusive package per annum

KEY OUTPUTS

  • Manage the local office processes in respect of finance, human resources, communications and legal administration within a matrix environment.
  • Manage administrative functions from a compliance and operational effectiveness approach.
  • Management of the local office Manual and Standard Operating Procedures (SOPs) for the local office and advise on application.
  • Ensure the implementation of new/revised Policies and Procedures and monitor adherence thereof.
  • Together with the management team, identify risks facing the office and ensure effective mitigation against such risks.
  • Management oversight of Business Intelligence (BI) reports to accurately reflect the status of strategy implementation.
  • Management and monitoring of local office contracts to ensure compliance and value for money.
  • Management and monitoring of the correct use of petty cash.
  • Management of infrastructure and fixed assets.
  • Manage procurement and payments (sourcing quotes from suppliers, processing of invoices, orders, et cetera).
  • Management of over and under expenditure to ensure budgetary control.
  • Efficient vehicle and fleet management.
  • Manage a diverse team to ensure efficiencies and accountability.

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED                    

  • National Senior/Matric certificate, plus three (3) year Financial Management/Accounting tertiary qualification (NQF 6/National Diploma).
  • A Supply Chain Management qualification will be advantageous.
  • A valid driver’s licence.
  • Five (5) years of administrative experience.
  • Two (2) years of relevant management experience.
  • Supply Chain Management experience.
  • Understanding and application of basic computer software packages.
  • Ability to develop and implement operational plans.
  • Leadership and problem-solving skills.
  • Resource and risk management.
  • Business writing and project management skills.
  • Ability to compile and interpret reports and statistics.
  • Knowledge of the core administration, human resources, communication and financial disciplines and how to implement and leverage these within a matrix business environment: for example; working knowledge of the Constitution, Public Finance Management Act (PFMA), National Treasury Regulations, Legal Aid SA Act and other relevant Statutes.
  • Working knowledge of all employment-related Acts and functional ability in utilisation of electronic systems and technologies.

BASIC SALARY: Level 10 (R527,298.00) per annum plus benefits
